The Otus Numi is a numi that can be found in the Somora Windmill Room above the abandoned pawn shop in Samora City.
Location Details
Head to the room in the upper most corner of the Samora City area. In this area, make your way to the top right most area and then follow the top left path. When you get to the edge jump up to enter the vertical crack. Follow the path to the end using the Magic Bottle on this level to get the Numi.
